Texas Workforce Commission Launches Child Care Business Support Initiative

Child care providers across East Texas may soon have access to new tools aimed at strengthening their operations and long-term sustainability.


The Texas Workforce Commission (TWC) has announced the launch of its Child Care Business Support initiative, a statewide effort designed to help licensed and registered child care programs better manage the business side of their operations while continuing to serve working families.


TWC officials say the initiative is intended to strengthen the role child care businesses play in supporting Texas’ workforce.


“Texas child care businesses are a critical link in the workforce system, providing children with safe, nurturing environments while their families contribute to a strong Texas economy,” said TWC Chairman Joe Esparza in a statement announcing the program.

What the Initiative Provides

The Child Care Business Support initiative includes two primary components:

  • Business Coaching — One-on-one guidance to help providers improve operations such as financial management, marketing, and staff supervision.

  • Business Training — Access to expert-led training sessions focused on financial planning, risk management, employee retention, and communication with parents.


TWC Commissioner Representing Labor Alberto Treviño III described the program as a direct investment in the state’s workforce infrastructure.


By helping providers strengthen their business practices, state officials say the goal is to reduce closures, improve stability, and ensure families continue to have access to reliable child care options.

In rural communities like Jasper, Newton, and Tyler counties, child care availability directly impacts workforce participation. When local centers struggle with staffing shortages, rising insurance costs, or operational challenges, working families often feel the impact first.


For many parents — especially those working shift jobs, healthcare positions, industrial roles, or service industry jobs — dependable child care is essential.


State officials say the new initiative aims to support providers so they can focus more on early childhood education and less on navigating complex business hurdles.


The Child Care Business Support initiative is available to all licensed or registered child care programs in Texas.
